Photo: Vietnam Government Portal The Vietnamese government has approved a plan to reorganize local administrations into a two-tier system, comprising the provincial level and the grassroots level. The decision was made during a government Party Committee meeting in Hanoi on Wednesday, chaired by Prime Minister Pham Minh Chinh. The meeting focused on finalizing administrative restructuring proposals in line with directives from the Politburo. Attendees included Deputy Prime Minister Nguyen Hoa Binh, Minister of National Defense Phan Van Giang, Minister of Public Security Luong Tam Quang, and other senior officials. Under the approved two-tier system, the provincial level will include provinces and centrally governed cities, while the grassroots level will consist of communes and wards. The committee also discussed merging certain provinces, eliminating the district level, and consolidating some communes. PM Chinh, who also serves as secretary of the government’s Party Committee, outlined key criteria for provincial mergers, including geographical area, population size, economic and cultural factors, and potential for mutual development. The Ministry of Home Affairs, which is overseeing the restructuring process, was directed to finalize the proposal and submit it to the Politburo for review.
